National Dialogue of Education Budget 2014

Education BudgetInM jointly with Bangladesh Unnayan Parishad (BUP) organised a national dialogue on Educational Budget 2014 on 17 June 2014 at PKSF Auditorium, PKSF Bhaban, Agargaon, Dhaka-1207.

Renowned socio-economic specialist, development thinker and the Chairman of InM, Dr. Qazi Kholiquzzaman Ahmad was present as the Chair Person of the programme. The dialogue was graced by the presence of Professor M. A. Baqui Khalily, Executive Director InM; Professor shaikh Ekramul Kabir, Head of Liaison and Programmes, Dhaka School of Economics, and Member Secretary, National Education Policy 2010 Formulation Committee; and Mr. M. A. Jalil, Chairman, Bangladesh Unnayan Parishad (BUP) as designated discussants. Professor Quazi Faruque Ahmed, Member, National Education Policy 2010 Formulation Committee presented the keynote paper in the programme.

Dr. Nilufar Banu, Executive Director of Bangladesh Unnayan Parishad (BUP) welcomed the guest to the programme and the expected that the programme will be very effective with the active participation of presenter, distinguished guests academician, practitioners, and government and non-governments employees. She mentioned in her speech that the educated and the efficient work group can build a strong base to the country and for that education budget and its policy means a lot.

Professor QuaziFaruque Ahmed presented a very informative paper in the programme. He pointed out some important issues in his paper. He said for the integrated education budget should be increased for the Autistic and disabled children. He said it is necessary to increase the education budget every year based on the size of the overall budget. He recommended that the scope of training and research is very low in this budget, which should be increased. He further added, increasing the budget will not add anything new if it is not implemented properly. He has also recommended very important   issues as follows –

  • Raise a trust fund for higher studies in abroad
  • Seek foreign help for Education
  • Decentralisation of Budget procedure
  • Decentralisation of Educational Administration
  • Proper use of the budget, reduce the misuse etc.

Professor Shaikh Ekramul Kabir also emphasised on increasing the education budget. He said, each and every family of the country is involved with the budget in some way out. Therefore, increasing educational budget benefits everyone and vice versa.

Mr. M. A. Jalil said that the proper implementation is as important as the size of the budget. He mentioned that the education budget has increased but it is staying between 9-12 percent of the whole budget, which should be increased.

Professor M. A. Khalily, in his speech mentioned that one of the main tools of poverty alleviation is education and for that the rate of the qualitative primary education should be increased. He added that higher education plays a vital role in developing the country and therefore the country needs to establish some premiere educational institutions immediately. He further added, a clear declaration is needed from the government regarding the development of the educational sector.

In the concluding remarks, Dr. Qazi Kholiquzzaman Ahmad said the budget has the three dimensions – policy structure, allocation and its use. He appreciated that in this budget finance minister emphasised on the education policy which is very important. He mentioned that the quality of the education is not increasing and to increase the quality training is required. He also emphasised on the proper and effective use of the budget. He further added, as the administrative quality is not increasing, the quality of the education is also not increasing and therefore, decentralisation is necessary. He also emphasised on the higher education. He also mentioned that the budget of the education must be increased fulfill the dream of developing the country.
